SUMMARY:Proposed 2030 Census Residence Rule: What It Means for Communities and Data Users
DESCRIPTION:The Census Bureau has proposed significant changes to the rules governing who is counted\, where people are counted\, and what demographic information is collected in the 2030 Census. \nThe proposed Federal Register rule would establish a new definition of “usual residence” and exclude many non-citizens from the data used for congressional apportionment. The Bureau is also considering the use of administrative records to determine individuals’ legal status and is seeking public comment on whether to include a legal-status question on the 2030 Census questionnaire. \nSeparately\, the proposal would eliminate questions about race\, ethnicity\, and sexual orientation from the 2030 Census questionnaire. \nJoin us for an important discussion about what these proposed changes could mean for communities\, data users\, and organizations across sectors. \nThe webinar will begin with an overview of the proposal and how it would change current census residence criteria. A panel of experts will then examine potential implications for health\, business\, civil rights enforcement\, local communities\, emergency preparedness and disaster response\, social services\, education\, and other policy areas. \nThe conversation will also address considerations related to sexual orientation and gender identity data\, incarcerated populations\, and Tribal Nations. \nWe’ll close with a call to action and concrete ways to participate in the public comment process. SUMMARY:Understanding the Proposed Rule on the Decennial Census and What it Means for Counties
DESCRIPTION:NACo is hosting a webinar to walk participants through the recently released proposed rule on changes to the Decennial Census. Participants will hear an overview of the proposed rule with explanation of what is changing\, how it could affect local government funding\, and what counties need to know as the comment deadline approaches on October 13. \nBackground \nOn September 10\, the U.S. Census Bureau published a proposed rule governing the decennial census that would add two new parts to Title 15 of the Code of Federal Regulations. Among other changes\, the rule would define “usual residence” as the place where a person has lawfully spent the greatest number of days during a defined enumeration period\, evidenced by administrative and tax records\, and exclude from the apportionment count foreign citizens who are not U.S. citizens or lawful permanent residents previously counted; and prohibit questions about race\, ethnicity and sexual orientation. \nThe rule also sets the enumeration period from January 3 to April 1 of each decennial census year;  makes most remaining demographic responses voluntary; limits disclosure avoidance where it would introduce uncertainty into national or state population counts; and invites comment on adding a legal-status question to the short-form questionnaire. \nComments are due October 13\, 2026.
